Rebecca Foord

Community Development Officer

Rebecca is a seasoned business professional with a strong background in both political studies and community engagement. She was born and raised in Macoun, Saskatchewan, and after relocating to Estevan during high school, she has since made Estevan her home. Rebecca began her post-secondary education at the University of Ottawa, where she spent three years studying politics while interning on Parliament Hill. She later earned her degree in Political Studies from the University of Saskatchewan. Rebecca has served as the Business Manager of Foord Trucking, a family-owned gravel business based in Macoun, where she has leveraged her leadership and operational knowledge.

Rebecca is deeply committed to giving back to her community. She has held various leadership roles, including serving as the president of Estevan United Way in 2019. As a board member of Estevan United Way, she continues to support its mission to improve the quality of life for residents. Additionally, Rebecca has been an active board member and coach with Estevan Girl’s Softball since 2015, contributing her time and passion to fostering youth development through sports.


Rebecca’s professional and volunteer work is characterized by her dedication to making a positive impact, both in business and her community.

City Manager

As the City Manager for the City of Estevan, Jeff Ward plays an important role when it comes to finding new economic opportunities in the fast changing regulation environment. Jeff was born and raised in Estevan and understands the great community we have here and wants to see it succeed and thrive in the future. Jeff believes that with an engaged community we can diversify our economy and ensure all aspects of our community continue to thrive moving forward.

Gordon More

Gordon More

Executive Director – Southeast TechHub

Gord More is an innovation and economic development leader based in Estevan and serves as Executive Director of the Southeast Techhub (SETH). His work focuses on building rural innovation ecosystems that connect industry, education, entrepreneurship, and community development across Southeast Saskatchewan. Through SETH, he has helped advance initiatives in energy technology, applied research, startup incubation, critical minerals, and workforce development.

Gord has spent nearly 20 years with IDS Internet Dispatch Services, including serving as President for over a decade, where he helped lead the company’s growth in governance, operations, and innovation management. He has also completed the MIT xPRO Technology and Innovation Acceleration Program and is currently completing his thesis on rural innovation at Royal Roads University. His research and professional work both focus on how rural regions can build stronger innovation ecosystems and compete in the global economy.

Gord is a strong voice for rural innovation, regional collaboration, and economic diversification. His work is driven by the belief that smaller communities can compete globally when they combine local strengths with technology, talent development, and long-term strategic partnerships.

Becky Cassidy

Interim Executive Director – Estevan Chamber of Commerce
Becky is a strategist, connector, and business growth expert; she brings more than two decades of experience across corporate external relations, public relations, fund development, and nonprofit leadership. She is the former Executive Director of St. Joseph’s Hospital, a business owner in Southeast Saskatchewan, and Chair of the Southeast Saskatchewan Women of Distinction Awards. She is widely known for her active involvement and leadership across local and provincial community boards and committees. Known for building strong organizational cultures, securing major funding, and guiding organizations through periods of growth and change, Becky has a strong track record of strengthening community and industry partnerships.
